The Bureau for Assessment is a state administration body within the Ministry of Justice, with the capacity of a legal entity. It was established by the Law on the Establishment and Operation of the Republic Office for Forensic Expertise in the Field of Finance, Material Operations and Traffic (Official Gazette of the Republic of Macedonia No. 9/77) and has been operating continuously since 01.04.1979.
The need for its establishment by the judicial authorities and institutions is the determination of the factual situation, which must be in accordance with the highest scientific achievements and expert knowledge in the proceedings before the courts. The Bureau is the only specialized budgetary body that performs expertise and super expertise as a second-instance body after already prepared findings and opinions by other private agencies and experts, and the principle of two instances is prescribed and guaranteed by the Constitution of the Republic of Macedonia.
The Bureau for Assessment has been an important segment of the country’s judicial system for over three decades, providing expert opinions, super expert opinions, and appraisals in several areas for the needs of the public and private sectors in the Republic of Macedonia.
By competently performing its function under the motto Expertise and Reliability, the Bureau makes a significant contribution to the development of expertise, which must be independent, realistic, and in accordance with the highest scientific achievements. As a service to the courts and prosecutors’ offices, the Bureau for Assessment is actively involved and provides support to the state in the fight against organized crime, performing complex expertise as well as solving the most difficult cases in the field of organized crime.
Our vision is to maintain high-quality expertise, develop new methodologies, and new types of services, while the main goal is to create a professional institution that will continue to perform independent and expert opinions and assessments, but also offer new services in the areas it covers, all intending to improve the legal and economic system in the Republic of Macedonia.
The latest amendments to the Law on Expertise (Official Gazette of the Republic of Macedonia 43/2014) also regulate the competencies of the Bureau for Assessment, the organization and operation, as well as other issues of importance for judicial expertise, super-expertise, appraisals, and care for the advancement of expertise work.
In accordance with the new Law on Expertise, published in the Official Gazette No. 154 of 20.7.2023, the Bureau for Assessment continues to operate as an Appraisal Bureau.
